In a small saucepan, whisk together mustard, honey, apple cider vinegar, Worcestershire sauce, ketchup, garlic powder, cayenne pepper and salt.
Place the saucepan over medium heat and bring the mixture to a simmer. Stir occasionally and cook for about 3 - 5 minutes, until the sauce is well-blended and slightly thickened.
Remove from heat and let the sauce cool to room temperature.
Pat the chicken wings dry with paper towels to remove excess moisture.
In a large bowl, combine flour, salt, black pepper, paprika, garlic powder, onion powder and baking powder.
Toss the wings in the flour mixture until evenly coated.
In a deep skillet or fryer, heat vegetable oil to 375°F.
Carefully add coated wings to the hot oil in batches, ensuring not to overcrowd the pan. Fry for about 8 - 10 minutes, turning occasionally, until the wings are golden brown and crispy.
Remove the wings from the oil and place them on a paper towel-lined plate to drain excess oil.
Place hot wings in a large mixing bowl.
Pour prepared Gold Rush Sauce over wings and toss until evenly coated.
Arrange sauced wings on a serving platter. Serve immediately with your choice of dipping sauces.
