In a large bowl, add flour, baking powder and salt. Mix well.
Cut in shortening until mixture resembles fine crumbs.
Gradually add water, tossing with a fork until a loose ball forms (dough will be crumbly).
Place dough ball onto a lightly floured surface. Knead dough for 3 minutes or until smooth.
Cover and let rest for 10 minutes.
Roll out into a 12 x 10-inch rectangle.
Cut into 12 squares with a knife or cut into 12 circles using a round biscuit cutter.
Pour oil into a deep fryer, to a depth of 2 inches. Heat to 375°F.
When oil is hot and shimmering, place prepared sopapillas into hot oil and fry for 1 to 2 minutes on each side.
Remove from oil and drain on paper towels. Keep warm.
Drizzle with honey and/or dust with confectioners' sugar, if desired.
Serve by themselves or with ice cream, if desired.
