In a medium bowl, add flour, cocoa powder, sugar, baking powder, baking soda, salt and cinnamon. Mix well with a whisk.
Place buttermilk in a separate bowl.
Add egg and vanilla. Whisk to combine.
Slowly add wet ingredients to the dry, whisking to combine. Continue to whisk until all the dry ingredients are wet, but don’t overmix. (The batter should be a little lumpy.)
Place butter into a medium skillet. Place over medium heat.
When butter has melted and is hot (do not burn), pour about 1/3 cup of batter into the skillet. Cook until little bubbles form all over the surface.
Flip and cook until the other side browns too.
Repeat with the rest of the batter.
Place a pancake on a serving plate. Top with a small handful of chocolate chips.
Top with a second pancake.
Spoon a dollop of whipped cream onto pancakes.
Scatter more chocolate chips over pancakes and onto plate.
Serve hot with syrup.
