In a medium bowl, add flour, 1 teaspoon salt, 1 teaspoon garlic powder, black pepper and cayenne pepper. Whisk to mix well.
In another medium bowl, add water, vinegar, 1 teaspoon salt and 1 teaspoon garlic powder. Mix well.
In a small bowl add egg and baking powder. Whisk to mix well.
Add egg mixture into water mixture. Whisk to mix well.
Pour 2 inches of oil into a Dutch oven.
Place over medium high heat and heat to between 350 - 375°F as measured on a candy thermometer.
When oil is hot, working in batches, dip beans in egg mixture.
Remove beans, allowing excess to drip off, and dredge in flour mixture.
Remove and place in egg mixture a second time.
Remove beans, allowing excess to drip off, and dredge in flour mixture a second time.
Place breaded beans into hot oil and fry beans for 3 to 4 minutes or until golden brown.
Repeat with remaining beans until all are done.
Season to taste with salt and serve with Ranch dressing.
