Preheat oven to 350°F.
Grease a 9-inch round baking dish.
Finely chop dried chilies.
In a large bowl, add chilies and blackberries. Toss gently to combine.
Pour mixture into the bottom of the prepared dish. Spread to cover evenly.
In another bowl, sift the flour, sugar, baking powder, cinnamon and salt together.
Cut in butter with two knives or a pastry cutter.
Add egg and stir until entire mixture is crumbly.
Crumble dough mixture over top of the blackberries.
Place in preheated oven and bake for 25 - 30 minutes, or until golden brown.
Spoon into bowls. Top with Ice Cream, if desired.
Serve warm.
